Directx 9.0 c windows 10 download

I have been trying to download direct x 9. It use to work perfectly fine until i upgraded to windows I do try and install it by running as admin, nothing worked. I tried setting the compatibility to a windows where it would allow the program to download. I only get up to the “I agree” section, then says it’s incompatible.
